What the data measures
This data measures the number of Start Up Loans received and the rate for every 10,000 economically active people in each ethnic group.
Rates per 10,000 people are rounded to 1 decimal place.
How Start Up Loan rates are measured
The loan rate is the number of Start Up Loans for every 10,000 economically active people in each ethnic group.
Economically active people are aged 18 and over and either employed, or unemployed and looking for work.
The ethnic groups used in the data
Data is shown for the following 5 aggregated ethnic groups:
- Asian
- Black
- Mixed
- White
- Other
This is because the number of loan recipients from specific ethnic groups was too small to be able to make any reliable generalisations.
The ethnicity was not known for 11% of loan recipients in 2019.

In the early years of the scheme, promotion targeted people from the Black and Mixed ethnic groups. This is reflected in the rates for 2013 and 2014.
